The Hartley and District Residents’ Association (HADRA) advises you that a planning application has been submitted to Croydon Council, proposing to demolish the two bungalows at Hartley Court and Ravenswood, which are the first two plots on Hartley Down from the railway bridges of Old Lodge Lane, and build six semi-detached and one detached three bedroom houses (7 houses to accommodate 42 people).

This should be done before the neighbour consultation expiry date of 16 February 2024; however the case officer will consider comments before the determination deadline which is currently 8 March 2024.

This is a better proposal for seven number three bedroom family houses than the previous refused planning application No. 22/01422/FUL for 15 flats. However it is quite an intensive development and there are a number of concerns that need to be addressed.

HADRA will be making the following representations. You may use these points as the basis for your own comments, but we suggest that you adapt them to your particular circumstances or put them into your own words.

  1. An overdevelopment of a small and constrained site.
  2. The submitted drawings do not show the level of the railway embankments nor do any of the cross-sections through the site show the full impact of the railway on the scheme. A further section through plot 7 should identify the relationship of the railway line to the proposed house.
  3. The bin collection point is above a 1.3m high retaining wall to the parking bays 6 & 7, which is accessed by a staircase. The wheelie bins cannot be safely moved down the steps for roadside collection.
  4. No disabled parking is provided despite unit 7 being detailed for M4(3) use. Parking Bay 7 does not have a short step free access for disabled persons.
  5. Under Energy and sustainability in the Design and Access Statement the following have not been considered:-
  • Rainwater harvesting to water the landscaping.
  • Details of heating the houses bearing in mind that the government want to phase out gas boilers.
  • Solar panels.
  1. No evidence that Network Rail has been consulted on this development so close to the railway lines.
  2. Details of landscaping should be provided now to help determine the acceptability of this scheme and not be subject to a discharge of conditions
  3. Construction Logistics Plan should demonstrate how the development will be constructed in such a confined site, unloading of materials, wheel washing bay, site office, location of cranes, etc.
  4. Cumulative impact on an area where no extra infrastructure has been provided for extra population (e.g. schools, medical and community facilities, road and drainage improvements). CIL money is not being spent in this area and existing facilities like the Purley swimming pool are not being maintained.
